Dr. Vu Minh Khuong Assistant Professor, Lee Kuan Yew School of Public Policy Dr. Vu Minh Khuong joined the Lee Kuan Yew School of Public Policy (LKYSPP) as an assistant professor in 2006. His research interests concern economic growth, productivity, and competitiveness, with a special focus on their related policy issues. Dr. Vu’s current research projects are related to measurement of the impacts and contributions of ICT to economic growth, the dynamics of economic growth in Asia, and the patterns of structural change and regional integration in Asia. Dr. Vu has published in prestigious international journals, including Journal of Telecommunication Policy, Journal of Policy Analysis and Management (JPAM), Journal of Information Economics and Policy, Journal of Scandinavian Journal of Economics, Journal of Policy Modeling, German Economics Review, Energy Policy, Asian Economics Papers, and Economics Letters. Dr. Vu has provided consulting and advisory services to international organizations and government agencies, including UNDP, IMF, World Bank, IFC, USAID, KPMG, Monetary Authority of Singapore (MAS), Infocomm Authority of Singapore (IDA), Media Development Authority of Singapore (MDA), the Financial and Budgetary Committee of Vietnam’s National Assembly, and the Ministry of Planning and Investment of Vietnam. Before his academic career, Dr. Vu held various government positions in Vietnam, including CEO of Song Cam Chemical Company, Deputy Chief of Haiphong City Government’s Office, Vice-Chairman of Dinh vu Economic Zone, and an Associate at the Prime Minister’s Research Commission. Dr. Vu is a winner of the 2011 Best Article Award of the Public and Non-Profit Division of the Academy of Management (USA). He won the LKYSPP Research Excellence Award in 2012 and the LKYSPP Annual Teaching Excellence Award in 2009 and 2011. Dr. Vu received a BA in Mathematics from Hanoi University (with the highest honours) and MBA and PhD from Harvard University. He has taught at Suffolk University (Boston) and Keio University (Tokyo). Dr. Vu is an Editorial Board member of the Journal of Telecommunication Policy and the Journal of Asian Policy. Dr. Khuong’s teaching portfolio centers on public policy analysis, financial management, and economic development. He has been giving talks about the duties as well as opportunities of the new generations of Vietnamese youths in this era. |

Mdm. Pham Chi Lan Former Member of the Prime Minister’s Research Commission of Vietnam Former Vice President, Vietnam Chamber of Commerce and Industry Since 1996, Mdm. Pham Chi Lan has been working with the Prime Minister’s Research Commission (PMRC), which is the government’s think-tank on economic reform and developmental issues. She has spent 37 years working with and for the business community of Vietnam and assisted in the formulation of various business laws and policies as well as contributed to the opening up and development of trade relations between Vietnam and foreign businesses in Asia, Europe, Oceania and the Americas. Her professional interests include business development, particularly the development of private sector and SMEs, economic reform and the international integration process of Vietnam. |

Mr. Albert Antoine Associate Director, Antony Consulting Advisor, VinaCapital Mr. Antoine is an international business development and management consultant who currently serves as Associate Director of Antony Consulting, overseeing its Vietnam operation. He also provides strategy and management consulting for many leading US and European MNCs entering Asia Pacific markets. He has had more than 20 years of experience in the ICT (Information – Communications – Technology) industry. He started his career as Technology Advisor on a World Bank project in Madagascar. After moving to Singapore in 1988, he founded his own consulting firm, providing consulting services in the area of Artificial Intelligence, and subsequently, joined ILOG, a global IT solution & consulting company. He previously served on the board of many portfolio companies advising them on management and marketing strategies as part of VinaCapital, a private equity investment and venture capital firm in Vietnam. Mr. Antoine speaks fluent Vietnamese, French, and English. He holds an M.Sc. in Management of Technology from Massachusetts Institute of Technology (MIT) as well as an M.Sc. in Computer Science from the International Institute of Robotic and Artificial Intelligence of Marseille, France. |

Dr. Adel Dimian Associate Professor of Strategic Management (Practice), Singapore Management University Former Vice President, 3M Health Information Systems Adel F Dimian is Practice Associate Professor of Management in the Lee Kong Chian School of Business. He recently joined Singapore Management University (SMU) after serving nearly 19 years with 3M in varied and increasing responsibilities in technical and business management for worldwide. A talented scientist he was awarded 9 patents for novel chemistry solutions. He is a certified six sigma black belt and master black belt. Adel spent 3 years based in Singapore as a regional business development manager responsible for 3M’s Asia electronics portfolio. Prior to moving back to Singapore and joining SMU, he was appointed vi#e president and general manager for 3M’s healthcare IT compliance business in New York City. Adel has worked in the healthcare, memory technology, commercial brand identity and graphic design, IT, and electronic market segments. He received his formal education in the sciences, liberal arts, and business administration earning a BS, MS and PhD degrees in chemistry, and an MBA with honors from the Carlson School of Management, University of Minnesota. His expertise involves strategy, innovation, process improvement andkgeneral management. |
